you that I have appointed Mr. Bowen LEUNG Po-wing, J.P., provisionally and subject to Her Majesty's pleasure, to be an Official Member of the Legislative Council with effect from 6 June 1991 during the period when the Honourable G. Barnes, C.B.E., J.P. is acting as Chief Secretary.

LEUNG's previous appointment referred to in my despatch CO 10/1136/74 IV dated 1 February 1991 expired on 18 February 1991.
