The majority of respondents approved of the Governor's list of newly appointed LegCo members. They commented that the appointees, who were supposed to be politically neutral, would help maintain the relationship between Hong Kong and China and balance the liberals and conservatives in the LegCo. As regards the post of Senior Member and Legco's in-house meetings, these respondents held the view that they should be retained in order to ensure the smooth functioning of the Council but the Senior Member should be democratically elected among Legco members.

In regard to the United Democrat's demands appointment of Legco and Exco members, many respondents felt that the Governor must have full discretion in appointing suitable people to Legco and EXCO so that interests of different classes and political groups could be represented. They also rightly recognised that effective functioning of the Government would depend on ExCo members' respect for the conventions of confidentiality and collective responsibility, and suggested that the Governor should offer appointments to the United Democrats of Hong Kong only on condition that they would observe these conventions.

other hand, a small number of respondents remarked that the newly appointed LegCo members, all coming from the middle or upper class, might neglect the needs of grassroots people. They also thought that the creation of the new post of Deputy President had made it unnecessary to have a Senior Member and that in-house meetings should be abolished so as to increase ̄ Legco's ̄ transpärENCY.
