The Post said that the Liberal Democratic Federation had yet to sort which candidates were to run under its banner even after nominations had closed yesterday.

The paper quoted the commissioner for the ICAC, David Jeaffreson, as saying that top priority, at the expense of other

investigations, would be given to corruption complaints stemming from this year's direct elections.

In an editorial, SCMP said that there was no point in preserving DB as a tier of representation if it only bred futility at a time when the intention was to encourage political participation. The voters themselves would help to decide what happened by their turnout on March 3.

The Post reported that air travellers flying out of Kai Tak might be at risk from terrorist attack because of a lapse of security. In November there was an alleged serious breach of tight security when a United Airlines flight to Seattle was reported to have taken off with unaccompanied baggage after a reporter checked in her cases but failed to board the plane, D of CA Peter Lok said that he refused to believe the incident had occurred because the Federal Aviation Administration's directives were being strictly enforced at the airport.

PHONE FRANCHISE

HKS reported that a report released by the HK Centre for Economic Research claimed that international telephone franchise in HK were being over-charged by up to 50 per cent. The group attacked the Government's decision to allow HK Telecom International a 25-year monopoly on international communications. In an inside-page lead, the Post said that the report recommended HK Telecom's monopoly of international calls and its subsidy of the local tolephone system should be scrapped because it was "ripping off" consumers.

EDUCATION COMMISSION'S REPORT

HKS noted that industrial action by teachers over full-day primary schooling was unlikely before January 31, the end of the consultation period for the Education Commission's Report No. 4. HK Aided School Teachers' Association president Luke Yip said it would be unprofessional of teachers to strike before the Government had a chance to consider public reaction.

COMMENTARIES

Commenting on the all-but-silently observe of the 150th anniversary of the Colony, HKS in an editorial said that the present HK Government should be ashamed for hiding the truth and for shunning the great progress that had been made in the past 150 years.
