3. Mrs Gorman is concerned that Britain is not doing enough

to help the new political parties in Hong Kong to prepare for the Legco elections in September. The Secretary of State said he would look into this.

There are limits to what can, and should, be done by way

of intervention from London in the political life of

Hong Kong. We have already, for example, put leaders of the Liberal Democratic Federation (Maria Tam and Peter Wong) in touch with Conservative Central Office, where a programme of meetings with constituency workers and with central party officers was arranged for them. In addition we have facilitated access to Ministers by all the visiting members

of OMELCO who have requested it.

5. We now propose to make use of the existing scheme of COI sponsored visits to bring over to the UK a small selection
