We have also decided to start using schemes like the COI sponsored visits programme to bring over to London up-and-coming politicians from the main parties in

Hong Kong. The aim will be to arrange programmes centred on the workings of Parliament and the techniques of

electioneering. I doubt if the numbers involved will be large, but we should be able to achieve good results by selective targeting.

I believe that targeted action of this kind is

likely to be the most effective way in which we can help

Hong Kong's political development. It is better than sending out advisers with a political atmosphere very

different from our own. Nevertheless, I have asked our

Hong Kong Department to let the Hong Kong Government know when Members of Parliament intend to visit, so that

they can be encouraged to talk to nascent political parties while there.
