Thank you for your letter of 5 September to the Prime Minister raising five issues relating to Hong Kong.
I shall take them in turn.
First you propose that by 1995 not less than 50% of seats in LegCo should be elected by universal suffrage.
Our policy in this area has not changed. We want to see
steady progress towards a greater degree of direct
election in Hong Kong, and to see this progress sustained
without interuption after 1997. As the Prime Minister
made clear in Hong Kong, these issues will need
discussion with the new Legislative Council and will need
to be taken up with the Chinese at the right time, before
the 1995 elections.
Second, the basic concepts and arrangmenets for
functional constituencies are clearly set out in the 1984
and 1988 Hong Kong white papers on the development of
JIFABC/TG
