1. Lord Caithness has seen your minute of 21 November. He is content to endorse Hong Kong's general approach at this stage. He would not wish to put a spanner in the works of Chen Ziying's visit to Hong Kong next month. But he very much shares the reservations of Sir John Coles and Mr Burns about getting involved too early in discussions about principal officials. He should be consulted again before Hong Kong goes any further down this path.
