At least some of the pre-1997 incumbents of
these posts would not be approved to serve the
SARG; indeed,

(£) CPG comments
interpreted to mean that no pre-1997 incumbent
would remain in post;
(g) The CPG will want to reward the pre-1997
loyalty of United Front elements with
appointments to some "senior" posts, further
reducing the number of pre-1997 incumbents;
and, in any case,
(h) The CPG would want to be assured of tight
control of any "through train" for holders of
Principal Official posts, their Deputies and
potential appointees to such posts.
