13.

The

implications

of the BL seem to reflect the

PRC's 1984 position (rather than its 1989 stand) and can be

summarised as:

(a) The CPG is anxious to preserve and promote the

stability of the civil service as a whole

after 1997; but

(b)

Changes in the administrative structure cannot

be ruled out,

which, in turn, would alter or

abolish the pre-1997 equivalents of some

Principal official posts; and, thus,

(c)

The continuity of pre-1997 holders of these

posts cannot be taken for granted.

THE CPG'S PROGRAMME

14.

On the basis of the above

analysis, the CPG's

programme for the civil service probably includes the

following features:

(a) For the civil service as a whole (particularly

departmental,

professional and technical

staff), the CPG has no plans for change and

recognises their important contribution;
