SUMMARY
The paper's main conclusions are:
(a)
The
CPG is not committed to a "through
train". It will want to make appointments to
senior posts to demonstrate the transfer of
sovereignty; and, in any case,
(b) The CPG will not use the same criteria for
for appointment to senior posts as
suitability
HKG.

The paper recommends that HKG should recognise that
it will be
extremely difficult to get the CPG to accept a
"through train" for senior positions and, instead, should
focus on limiting the damage caused by the potential lack of
career continuity.
