They
would probably like most (but not necessarily all) principal officials to be filled by suitable HKG civil servants.
(b)
They will,
however,
wish to form their Own
assessment
as
to
these civil servants'

"suitability" in their terms, i.e. how well they could work with Chinese officials and pro-China
elements, how susceptible they are to Chinese influence, and whether they are prepared to give up their ultimate right of refuge.

If sufficient numbers of civil servants are found by them, they might well see little need to put in outsiders (although, of course, they would still attempt to inject pro-China other institutions of
elements
into
the
of influence and
Government, possibly even before 1997, in order to achieve a greater degree control).
If not, they
they would be quite prepared to inject outsiders into senior official posts, by 1997 if
not before.
In order to achieve their objectives, the Chinese will:
(a) press Us to agree to an early start to "joint
selection", in order to
test the
officials;
"suitability"
have sufficient time to
of potential senior
(b)
press us to
provide as much personal information
vis-a-vis
the British
on senior officials, including information on each
officer's
position
Nationality Scheme;
(c)
(possibly) pressus to
make suitable
posting
arrangements for potential principal officials so that the Chinese would have the best opportunities
