You asked whether DSP requires the Hong Kong Government to produce a LPR.

I attach a copy of Chapter 5 of Political Volume 5 Part 1, which clearly sets out the answer. Para 5.1.1 states that:

"Leading Personalities Reports (LPRS) are required from all bilateral Missions (including non-resident Missions) and from Governors/Administrators of the Dependent Territories, except

Hong Kong.

The CVS of leading personalities which we receive from

HKG therefore meet DSP requirements. In line with para 5.1.1,

standard LPRS on them. It wd be in HICG's interest to be able to ensue

personally to him. that Ministers have reasonable backgrond

on their interlocutors. Producing such LPRS wd be a chore, but I think that we shd ook the Govenor whether it wd be manageable (initially just OMELCO members, perhaps).
