Businessman and Vice-President of the Democrat Party since 1989.
Born 1940. Educated Luxembourg, Paris and Stanford. Entered Foreign Service in 1966 and served in London 1967–71. Appointed Chef de Cabinet to M Thorn (then Prime Minister) in 1975, a post which he left in early 1979 to return to the Foreign Ministry as Director for International Economic Affairs until his surprise appointment in mid-July 1979 to be State Secretary for Foreign Affairs, National Economy, External Trade, Justice and Middle Classes. Elected Deputy 1984 and became Managing Director of Computerland (Europe) SA. Elected Luxembourg City Municipal Counsellor in 1987. Resigned from Computerland following his disastrous defeat in the 1989 general election. Elected Vice-President of the Party in October 1989 and started another business venture.
An energetic and able man with a stylish arrogance which earned him some enemies. Was the rising star of the Democratic Party until his 1989 defeat. It remains to be seen whether he can rescue his political career without a Chamber seat. A very good speaker. Excellent English and well disposed toward the British.
Wife formerly a new-entrant in Luxembourg's Diplomatic Service, now holds a quite senior job in CLT/RTL. M. Helminger has five children from his first marriage.
