Census
The three main sources are:

applications for Certificates of No Criminal
Conviction (CNCC) processed by the Royal Hong Kong Police Force. which are required by most destination countries;
visas issued by the main destination countries according to statistics provided by their
Consulates or Commissions in Hong Kong; and
statistics on the balance of movement of Hong
Kone residents (other than
than those in and out of China) provided by the Immigration Department.
When individuals apply to the police for a CNCC,
and Statistics Department Personal Data Collection Form is completed giving particulars of the applicant. The portion containing the name of the applicant was detached before forwarding to the Census and Statistics Department for processing. That is thev included the details of the person (age, sex, etc.) but
not the name.
