You might be interested in the enclosed article by Ed Fishbein which appeared in the Sandiago Tribune on

4 June calling on the Administration to increase the annual quota for Hong Kong immigrants to 20,000 a year on the grounds that this is not only a humanitarian gesture to the people of Hong Kong, but would also provide a welcome source of enterprise for the US economy. Fishbein does not deal with the question of whether it is desirable to devise a system whereby Hong Kong residents could obtain a US visa but need not take up their residence in the US immediately.
