Thank you for copying to me your minute of 31 July enclosing a draft paper about Hong Kong to present to the EC Ad Hoc Group on immigration.

I enclose a beefed up version for inclusion as the final paragraph on "Arrangements made by other Governments". On a more general point in another part of the paper, I have the following comment although others more expert than I will probably draw it to your attention:
- para 3 line 7- it is not quite true to say that BDTC status is "acquired automatically by birth in Hong Kong". Since 1 January 1983 it would only be if a parent was a HK BTDC or settled there. (The notable exceptions which spring to mind immediately of persons born in Hong Kong who are not BDTC's are the children of Vietnamese Boat People!)
