representations he received during his recent visit to Hong

I recommend that the Secretary of State replies on the
lines of the attached draft, which is on standard lines.
Background

Mr Biffen visited Hong Kong last month at the
invitation of the Hong Kong Government. He was in Hong Kong at the same time as Lord Caithness, although their paths did
not cross.
4. Like Mr Biffen, Lord Caithness was lobbied vigorously about Immigration Rules changes during his recent visit to Hong Kong. Interest in this subject was brought to a head recently by the case of Mr Au Yeung, who despite being permanently resident in Hong Kong, had managed to maintain
