1. I attach a draft bly and background note, which have been approved by Mr Morris.

2. The reply describes the existing policy in relation to applications under section 4(5). That policy is extremely restrictive, and it is certainly possible that it will need to be relaxed in some respects over the next few years before 1997 although we would not expect wholesale changes. We could trail the possibility of slight change by inserting the words "at present" at a suitable place in the draft but on balance it seems better not to risk attracting attention to that possibility. It certainly seems necessary to refer to the restrictive nature of existing policy, to avoid any risk of the answer appearing to offer 180,000 places in addition to the scheme for 50,000 households just announced.
