"Sealand passports" as stated in your tel 70 are recognised by HMG as valid travel documents and therefore do not qualify under the rules for immigration purposes. traveller presenting one of these documents only would not be admitted to the United Kingdom. There are many other such passports issued by an assortment of bodies (World Service Authority, Planetary Passport etc) none of which are acceptable for travel to the United Kingdom.
Other than not recognising the 'Principality of Sealand'
I am unclear on further FCO involvement in this matter.
