Problem
1. How to reply to a petition addressed to the Secretary
of State from the elected councillors on St Helena
requesting that St Helenians should be granted full
British citizenship.
Recommendation
•
I recommend that Mr Sainsbury should reply along the
lines of the attached draft. NTD and MVD concur.
Background and Argument
3. One of the direct consequences of the 1971 Immigration Act, which specified those citizens of the UK and Commonwealth who qualified for the Right of Abode in the UK, was that St Helenians were no longer free to
settle in the UK. And the 1981 British Nationality Act
conferred on St Helenians the status of British Dependent
Territories Citizen.
