Quote. The situation of the BDTCs in Hong Kong is unique in history

in that it is the only British Dependent Territory in which we

cannot give the right of self determination to the residents of the

territory. For this unique problem we have had to come up with a

unique solution.

The confidence of the people of Hong Kong is at a low ebb following

the events in mainland China last June. The problem of confidence

is shown by the increasing emigration of skilled people from the

territory. It was clear that some measures had to be taken to

staunch the haemorrage of talent from the territory.

After very

careful consideration, the Government concluded that the assurances

scheme for Hong Kong should take the form of full British

citizenship to certain key people without their having to leave the territory.

The scheme will be limited in size, scope and duration. It will

cover a maximum of 50,000 families and will cease by 1997.

Beneficiaries will be selected on a points system and it will cover

people in both the public and private sectors. The decisive

criteria will be value of service to Hong Kong and the extent to

which people in their category are emigrating.
