Mr Holroyd, in general, agreed, although he mentioned that only yesterday an expatriate businessman had been interviewed for the post of Chief Executive of a Next Steps Agency. He took the point, however, about expatriates and the Civil Service. He also noted that any Hong Kong Chinese at a British university would, if he were interested, go to his careers adviser and find out about Civil Service opportunities. There was, therefore, nothing special that the CSC should do in this respect.
