Mr Wain-Heapy telephoned me this afternoon about recruitment of people in Hong Kong. He will be calling on
me on 13 June.

The purpose of this minute is to record that en passant Mr Wain-Heapy said that he had previously been in touch with the FCO about FCO participation in a recruitment fair that he had been organising in this country. According to Mr Wain-Heapy, the FCO had declined his invitation on the grounds that it was too expensive. He wondered what the rationale behind this was, given the acute recruitment difficulties which we are now facing.

Mr Wain-Heapy seemed quite interested in calling on you or one of your colleagues to discuss all this. I was non-committal, but undertook to pass his comments on to you.
