HONG KONG: CITIZENSHIP FOR THE SPOUSES OF BRITISH CITIZENS
REPRESENTATIONS FROM CONSERVATIVES ABROAD

One of the points outstanding following the announcement of the Hong Kong package is to announce the concession which is to be made for the non-British spouses of expatriate British citizens resident there. This note submits a draft reply to the outstanding correspondence and proposes that a PQ should be arranged.

My submission of 7 December offered advice on the attached letter of 31 August from Conservatives Abroad Hong Kong repeating representations which have been made persistently by expatriates in Hong Kong for their spouses to qualify for British citizenship on the basis of residence there. I suggested that we should continue to resist this demand but, in the context of the Hong Kong package, consider making a concession on the immigration side and offer an assurance that the spouse of a British citizen in Hong Kong who was widowed before achieving settlement here would nevertheless be admitted to the UK outside the Immigration Rules. The Home Secretary proposed this in his letter of 15 December to the Foreign Secretary and the
Foreign Secretary agreed in his minute of 21 December.
We can announce this and reply to the outstanding correspondence.
