WIVES OF BRITISH CITIZENS SERVING IN HONG KONG

As you know we receive a number of applications from the spouses of British citizens in Crown or designated service in Hong Kong asking the Home Secretary to waive the 3 year United Kingdom residence requirement.
One recent application has been strongly supported by the Royal Hong Kong Police Force. We shall need to put the case, and the general issues it raises, to the Home Secretary. Before doing so, however, we need some further information about any similar endorsements likely to come to us in the near future, both as to their numbers and the standards adopted. I understand that the Hong Kong Police are still recruiting unmarried men to serve there and the question of naturalisation for their wives may well prove to be a continuing preoccupation.
I thought that the best way to proceed might be to put this to Donald Tsang, with whom I have discussed it briefly. Perhaps you could let me know if you have any comments on the handling or content of the attached draft? I am sending copies to Liz Grimsey and Vivienne Dews, inviting their comments too.
