HONG KONG: ARTICLE IN THE SPECTATOR OF 7 JULY ABOUT WIDOWS

OF SERVICEMEN

Please refer to your minute of 9 July about the Spectator article.

1.

2.

We have spoken to the Home Office about the article. They agree that we have a very good story to tell and are keen that a reply to the article should issue as soon as possible. The Secretary of State, then Home Secretary, gave an assurance in 1986 that any ex-servicemen who were BDTCS could register as British citizens, and those who were Chinese citizens would have their applications for settlement in the UK approved (under his discretionary powers). Mr Waddington announced on 19 April, during the Second Reading of the Bill, that any widow of an ex-servicemen would be allowed to settle in the UK at any

time.

3.

Given that the matter is for the Home Office, they would much prefer it if the reply should go from one of their

Ministers.
