explain that the primary purpose of the package is to anchor key people here, rather that to encourage them to leave Hong Kong. Unfortunately it would seem that we, British citizens, have not been subject to the same consideration.
Many of our spouses who are BDTC or 3NO passport holders will be able to apply in their own right under the package. It is unfortunate that in SO doing they will deprive a complete family of the opportunity of obtaining the right to enter Britain, and hence the confidence to stay here. Of course in the case of such 3DTC or 3NO spouses the rest of their family would already be British, hence they would be taking up an entire family's entitlement for just one of the precious 50,000 passports. The package was not designed with such spouses in mind, but it will be appreciated that if no other tangible alternative exists it would be prudent for a British subject to encourage his spouse to apply under the scheme.
11. Conclusion
In conclusion we repeat our request that we be permitted to serve the three year residential qualification in Hong Kong, under the auspices of the Hong Kong immigration authorities or other designated body and subject to rigorous controls to ensure that we are bona fide. The effect of this would be to permit us to stay here in confidence. The alternative is that we will leave Hong Kong. We see the solution to this situation as simple. We look to the British Government to correct this
