HONG KONG
The Council of the Metropolitan Borough of Wirral, meeting on 19 November, 1990, passed a resolution in the following terms:-
"That, in view of the large Chinese community on Merseyside which is an
integral part of Merseyside, and bearing in mind the concern of many families who still have relatives in Hong Kong and are concerned at the situation there, this Council expresses its deep concern over the Colony's future with sympathy and understanding and hereby agrees to:
(1) give consideration to the future of the Colony and its problems;
(2) make representations to Central Government over the future of
Hong Kong and its people, calling on them to amend the current selective and restrictive legislation to give the right of entry to the United Kingdon to all Hong Kong citizens who hold British passports;
(3) extend a welcome to people from Hong Kong;
and,
(4) make representations to the Chinese Consul General concerning the
future problems envisaged by the Chinese community.

I should be grateful if you would bring this resolution to the notice of the Secretary of State. In particular, would you be kind enough to draw his attention to paragraph (2), which urges the Government to extend the right of entry to the United Kingdon to all Hong Kong citizens who hold British passports.
