Introduction
Under the British Nationality (Hong Kong) Act 1990, the Governor can recommend up to 50 000 heads of households in Hong Kong to be registered as British citizens. This booklet explains how you can apply for British citizenship
under this Act.
If you are successful in your application as a principal beneficiary, your spouse and children under 18 (at the time of their application) can also apply for registration as British citizens. These applications will be granted as a matter of course unless the Governor or the Secretary of State has reason to believe that the applicants are not of good character, or if they have ceased to become eligible under the Act.

set out in an Order in Council - The British Nationality (Hong Kong) (Selection Scheme) Order 1990 -- which has been laid before Parliament. If approved, it is expected to come into force on December 1, 1990.
The Scheme
The scheme comprises 4 classes with places allocated as follows:

applications will be made under the GOC. Members of the disciplined services should apply under the DSC. Candidates for places under the SSC and the EC will be invited to apply. However, candidates who think they have a claim
consideration under these classes may submit applications and state that they wish to apply under any of these classes in section 1 of the application form (Form BN (HK) 1).
They may give any special grounds for consideration in section 26 of Form BN (HK) 1.
The scheme will operate in more than one phase. Most of the places will be distributed in the first phase, leaving about 13 per cent of the overall total for allocation at a later stage.
