While the Act provides for the acquisition of British citizenship by 50,000 heads of households, Schedule 1 to the Act requires that the detailed methods of selection be set out in an Order in Council. The Order will be made by Her Majesty in Council, following positive resolution by both Houses of Parliament. A copy of the draft Order is at Annex E.

Part II of the draft Order makes provision for the General Occupational Class. It provides for applicants to be recommended according to the number of points allocated to them within the quota prescribed for the occupational group applicable to them.
