that they fear that it will be effective in creating a block of key
people with the ability to leave the territory in the event of
violation by China of the Joint Declaration; and if the House were
to reject this measure it would be greeted with intense satisfaction
in Peking and with deep disappointment in Hong Kong?

ANSWER: The Chinese Government have repeatedly reiterated their
commitment to uphold the provisions of the Joint Declaration.
not therefore see why they should oppose the Bill on the grounds suggested by my Right Honourable Friend. The measure is in no way
directed against China or Chinese interests. Our sole concern is the maintenance of Hong Kong's stability and prosperity, as we are obliged to do under the Joint Declaration. My Right Honourable
Friend is right however to warn of the very serious impact on
confidence in Hong Kong if this measure should not be passed by the
House.
