The Bill Unit have been working on a briefing pack for the
second reading incorporating material supplied by this department.
They will be sending me a first draft of the consolidated pack before close of play today. We shall be consulting closely over
these drafts and the draft speeches (I am now preparing a first
draft for the Secretary of State's wind-up speech). I have taken
note of Mr McLaren's request for a draft of the speech and briefing
material by 11 April.
