I enclose a copy of a letter the Lord Chancellor has received from Anthony Rogers QC, Chairman of the Hong Kong Bar Association. Mr Rogers encloses a copy of the Report of the Survey on Manpower Planning for Lawyers, and seeks the Lord Chancellor's support in ensuring that lawyers are adequately protected under the Right of Abode package announced by the Foreign Secretary in December 1989.
The Lord Chancellor would be most grateful for your advice on the terms in which he should reply to Mr Rogers.
I have not included the copy of the Report sent to us, as I assume that you will already have a copy. case, please let me know.
