at the proposal allocation for lawyers within the General

Allocation scheme. It seems likely that this will result in

between 250 and 300 places (the 1% figure mentioned in the

explanatory note is a rounded-up percentage produced for illustrative purposes). But you will appreciate that the final shape and detail of the scheme will depend upon the

will of Parliament.

I realise that your members, in common with many other sectors in Hong Kong, would have preferred to see a higher proportion of places allocated to their profession. The Government's concern is to make adequate provision for a

wide range of key personnel in Hong Kong. The number of places is necessarily limited, and it will clearly be

impossible to satisfy everyone. But we believe we have arrived at a fair and objective balance.
