I am sorry not to have replied earlier to your letter of 14 February enclosing a copy of one from Anthony Rogers QC, Chairman of the Hong Kong Bar Association. I understand that a member of Hong Kong Department telephoned your office to apologise for the delay.
The Association has made representations to various Ministers on behalf of the Hong Kong legal profession, and the Prime Minister's Private Secretary replied on 5 March. I enclose a copy of that reply.
As the Lord, Chancellor knows, the Nationality Bill was presented to Parliament for First Reading on 4 April; Second Reading is expected to take place on 19 April. I enclose a draft reply from the Lord Chancellor to Mr Rogers, enclosing a copy of the Bill and explanatory material and addressing the specific points in Mr Rogers' letter.
