I thought that you would like to see a copy of the British Nationality (Hong Kong) Bill which the Government published today, together with the Memorandum explaining in detail how the assurances scheme would operate.
You will notice that the Bill does not make provision for the Approved Secondment Scheme which Douglas Hurd mentioned in his statement of 20 December last year. There are Parliamentary and legal reasons for not including a scheme in the Bill, but we are still examining the possibility of a scheme outside the Bill. I should be happy to talk to you about this (or any other aspect of the Bill) if you would find that helpful.
As you know, the Government faces considerable opposition in steering this Bill through Parliament. Support for these proposals by businesses with substantial Hong Kong interests has been influential, and will continue to be needed.
