Thank you for sending me the details of the selection scheme under the British Nationality (Hong Kong) Bill.
We are naturally disappointed that the Approved Secondment Scheme did not make it into the present Bill. The advantage of the Secondment Scheme was the flexibility it provided to British companies in Hong Kong in actually nominating younger high potential employees who might not score sufficiently high under the general allocation points system to otherwise qualify. I note that British Links (including working for a British firm) provides for 50 points out of 800, but it is not clear whether this will provide a sufficient boost to enable our younger staff to qualify. The other advantage of the Secondment Scheme, of locking participating employees into a five-year programme with the Company with three of those spent in Hong Kong, has also been lost, as presumably successful applicants under the GAS are free to depart HK immediately as soon as they receive their new passports.
It is interesting to note recent reports suggesting that other EEC countries will be providing passports to Hong Kong employees of (French, German, Belgium and Luxembourg) companies operating in Hong Kong. Whilst this move is certainly to be welcomed, one hopes that it will not put British companies at a disadvantage.
We appreciate the time you took to discuss the Scheme with us and, despite our disappointment, we understand the political constraints involved in including the Secondment Scheme in the Bill.
