The Home Secretary's Speech
I attach a draft speech for second reading. We have sought to take account of the points made at the Home Secretary's meeting last week. The draft has been cleared with the FCO at official level. FCO are however likely to offer a slightly more cautious form of words on China's commitment to abide by the terms of the Joint Declaration in relation to those registered as British citizens under the Bill (penultimate paragraph). We will submit this
amendment after Easter.
2. I understand that the Foreign Secretary plans to devote the first 15 minutes of his wind-up speech to answering the debate. Draft material for the second half of the speech has been prepared by FCO officials and I attach a copy of this for information.
