IN 1984 BRITAIN GAVE HONG KONG ITS WORD. NOW IS THE TIME TO HONOUR IT.

In order to honour its commitment to the Sino-British Joint Declaration, Britain needs to persuade the key workers, in both the private and public sectors, to stay in Hong Kong.

Due to the increasing uncertainties in the run-up to 1997, many key workers and their families are being forced to leave.

This is so that they can live elsewhere long enough to entitle them to

citizenship, when they will also qualify for a passport,

In the past two years, around 20,000)such workers emigrated for these reasons.

The only way for Britain to halt this trend, is to give these key workers some form of security, in this case a full British Passport.

This would not be a passport to leave, but a passport to stay.

The majority of these people entitled have no desire to leave Hong Kong and, if such a guarantee is given, few will take it up.

Instead they will remain to keep Hong Kong prosperous and dynamic.

Under the terms of the Joint Declaration, Britain has a moral obligation to the

people of Hong Kong.

Now is the time for MPs to fulfi
