It is envisaged that the Governor would

provide a brief case summary to accompany each recommendation,

identifying in particular any information relevant to the

question of character and eligibility.

The great majority of cases should be processed quickly and

without complication. A few may throw up points requiring

clarification. In a small minority of cases information coming

to light after the recommendation may make it necessary for

registration to be withheld.

As to numbers, it is envisaged that about 43,000 of the 50,000

places for key personnel will be allocated initially, with the

remainder held over to a second tranche nearer 1997 in order to

provide an opportunity for those taking up key positions later

on.

The Hong Kong Government expect to process the first tranche of

applications over a period of two years, but recommendations will

begin to be received within a few months of the scheme's launch.

The team of United Kingdom officials will need to have been

established by that time.

In deciding the number of staff needed, it will be important to

ensure that recommendations can be processed as soon as they are

received from the Governor and our estimate has been calculated

with that in mind.
