HONG KONG NATIONALITY BILL: POSSIBLE AMENDMENTS.

1.

Action İsken

Mr Maude asked for a list of possible amendments to the Hong Kong Nationality Bill suggested by Members during the Second Reading debate on 19 April. I attach a list of suggestions with column

references and a copy of the Hansard record highlighted accordingly.

2. To judge from the frequency of repetition and the fact that

members on all sides of the House mentioned it, it would seem that

the question of right of appeal (clause 1(5)) may well prove to be

the most likely potential amendment. I consulted the Home Office

Bill Unit who commented that a number of Members did not seem to be

aware that such provisions have figured in all immigration legislation since 1948.

3. Automatic citizenship of non UK spouses of British citizens also figured prominently during the debate and could receive widescale

support at the Committee Stage.

4. The Bill Unit believe that citizenship for war widows will also be pressed strongly (although it received no mentions as a proposed

amendment during the debate).
