What is the relationship between 225,000 and 50,000?

The figure of 50,000 is the number of heads of household who will be eligible for passports and is an absolute ceiling.

-

The figure of 225,000 is an illustrative one, intended to give

Parliament an idea of the maximum number which might benefit under

the scheme when dependants are included. The actual numbers will of

course depend on the size of the families of the 50,000 people

selected.

The figure of 50,000 is set out in the legislation and there will

be no discretion to increase it.
