Why not make passports conditional on staying put a 1997?
Post-dating passports would undermine objective of the scheme.
- In the circumstances which Hong Kong now faces, particularly
following the events of last summer, the value of a passport which
only became valid after a certain number of years or in 1997 would
be much diminished in the eyes of recipients. Most of them would
not regard such a passport as a sufficiently strong assurance to
remain in Hong Kong.
