MR MAUDE'S PROPOSED VISIT TO CHINA

A
1. The Secretary of State has asked whether the Hong Kong Bill
will be out of Committee by 28 June, when Mr Maude proposes to go to China (Mr Wall's minute of 23 April) attached
2. We have consulted the Home Office Bill Unit who confirmed that
it remains their intention to complete the Bill stage and achieve B introduction to the Lords by the end of May. I attach a copy of a
Bill Timetable Planner produced by the Bill Unit. As this shows,
the "optimistic scenario" would see introduction to the Lords in the week 14-18 May, while under the "pessimistic scenario" this would be
delayed until the week 11-15 June. In either case the committee
stage in the Commons is expected to be over by mid-June.
3. The Lords Committee stage would begin either in the week
18-22 June or 9-13 July. There is also a possibility that the Lords
might refer amendments back to the Commons after their own 3rd
Reading. The earliest this is likely to happen under the optimistic
scenario would be the week of 9-13 July.
