3. As far as follow up in Hong Kong is concerned, one specific way
in which we can take advantage of last week's success in the House
is by pressing the Governor to confirm his offer of a free site for
the British Consulate General. The Governor told Mr Maude during
his recent visit to Hong Kong that if the Nationality Bill went
through, the politics of handling this issue in Hong Kong would change and that it might be possible to make land available free of
charge.
