A 1. As requested in Mr Wall's minute of 20 April, I submit a draft message of thanks from the Secretary of State to those in the Hong Kong Government involved in explaining the Nationality Bill in Hong
Kong.
On Mr McLaren's advice, this is cast in the form of a message
to the Governor rather than direct to Mr Donald Tsang. A copy of
the Governor's telegram of 20 April to the Secretary of State and
Mr Maude is attached.

I shall be submitting considered advice early next week on how best to take advantage of the momentum created by the Second Reading debate in our dealings with the Chinese over nationality and PADS.
Nationality is on the agenda at this week's meeting of the Joint Liaison Group in Peking. It is already clear from recent Chinese public statements
that the Chinese intend to mount a strong attack on the
nationality package at JLG. Mr Galsworthy is briefed to make clear
that we have no intention of dropping the package and that the time has come for the Chinese to stop criticising the Bill because this can only serve to undermine confidence in Hong Kong. We will be better placed to judge how to take matters forward when we know the
outcome of this meeting.
