1. John Yaxley telephoned me from the HKGO after getting back from Mr Maude's meeting on 28 March, which you attended. He said that he had expressed doubts at the meeting about using the apparent success of the Singapore scheme (ie its low take up rate) as an argument with MPs. He had since talked to Hong Kong, who felt that this argument might rebound on us and made the following two points:
- the Singapore scheme was new and it was hard to tell yet whether it would be "successful" or not.
- it was not a passport scheme, only one that gave the right to enter Singapore; our opponents would ask why we had to offer passports.
2. Mr Maude does not agree: there isn't a Kaufman factor in Singapore. He thinks the argument is worth using.
