I am sorry not to have replied earlier to your letter of 14 February enclosing a copy of one from Anthony Rogers QC, Chairman of the Hong Kong Bar Association.

The Association has made representations to various Ministers on behalf of the Hong Kong legal profession, and the Prime Minister's Private Secretary replied on 5 March. I enclose a copy of that reply.

As the Lord Chancellor is aware, the Nationality Bill will be presented to Parliament for First Reading on 4 April; Second Reading is expected to take place on 19 Arpil. Under these circumstances, I recommend that the Lord Chancellor delays replying to Mr Rogers until after publication of the Bill but before the Second Reading. That will enable him to give a more substantive reply to the Hong Kong Bar Association which addresses the specific circumstances in Mr Rogers' letter.
