For nationality purposes, definition given by House of Lords is used. Summary is: "Regular habitual mode of life in a particular place, the continuity of which has persisted despite temporary absences".
Those holding another citizenship already have the assurance of somewhere to go if they think it necessary to leave Hong Kong. More sensible to concentrate the resources on those who have no such alternative
assurance.
Applicants will be required to declare this on the application form.

Why are there no "blue collar" workers?
While everyone working in Hong Kong is, in their own way, important, not everyone has a "key" role. The Scheme is limited and must focus as narrowly as possible on those who are judged to be the most vital to Hong Kong's continuing prosperity and stability.
Because they are not judged to be sufficiently "key" for the purposes of this limited Scheme. Not emigrating in significant numbers.
