raised?
The key figure is the 50,000 heads of household. The
figure of 225,000 was intended to give Parliament an idea
of the maximum numbers which might benefit under the
scheme, though the actual numbers will of course depend on
the size of the families of the 50,000 people selected.
There will be no discretion to raise the 50,000 figure,
which will be set out in the legislation.
